I appointed a Committee to consider the suggestions made by the Advisory Committee of the League of Nations with

regard to the application of Chapter II of the Opium Convention.

The Committee was presided over by the Colonial Secretary, Sir Claud Severn, K.B.E., C.M.G., and

the other members were.

Mr. P. H. Holyoak, the representative of the Chamber

of Commerce on the Legislative Council;

Mr. Chow Shou Son and Mr. R. H. Kotowall, the two

Chinese members of the Legislative Council: The Reverend Dr. T. 7. Pearce, 0.B.E., for many years the head of the London Mission in this Colony, and two experienced Government officers, Mr. A. G. M. Fletcher, C.M.G., C.B.E., and Mr. N. L. Smith, both of whom have in recent years attended the Conferences on opium at Geneva.

The Committee was thus exceptionally strag and representative and its unanimous conclusions, as set
